How it works

The preferential mortgage (4% a year, up to 100,000 ₼, up to 30 years, 10% down) is reserved for specific categories: martyrs' families, war heroes, state employees and teachers with 15+ years, military personnel, doctors of science, young families (both spouses under 35) and several others. A family can use this benefit only once.

If you don't fit any of those categories, the ordinary state mortgage (8% a year, up to 150,000 ₼, up to 25 years, 15% down) is open to any citizen.

Both tracks share one solvency rule: the monthly payment can't exceed 70% of your income (together with a spouse's income where needed), and at least the living minimum (317 ₼ for 2026) must be left after the payment. The checker finds the shortest term that fits your budget.

The annual rate on the preferential mortgage is capped at 4% (3.7% on guaranteed loans). The ordinary state mortgage is up to 8% (7% guaranteed). Banks' own internal mortgages typically run 10-16%.
The maximum on the preferential mortgage is 100,000 manat, the term up to 30 years, and the minimum down payment 10%. The ordinary mortgage allows up to 150,000 manat, a term up to 25 years and a 15% down payment.
The monthly payment can't exceed 70% of the borrower's average monthly income over the last 12 months (together with a spouse or co-borrower where needed). If income falls short, you can add a spouse or another family member as a co-borrower.
A family or person entitled to a preferential mortgage can use that right only once in a lifetime.
Applications go through the 'Electronic mortgage and credit guarantee' system on the e-gov.az portal using ASAN İmza (or SİMA İmza). The annual limit opens on a set date and can run out quickly, so it's worth setting up your electronic account in advance.
